Material Schedule vs Bill of Quantities: What's the Difference?
One set of measured quantities answers two different questions. "How do I price this tender?" is a Bill of Quantities. "How much do I buy, and what do I order?" is a material schedule. They come from the same measure, they are read by different people, and confusing the two costs money at both ends: a BoQ priced off the wrong quantities loses the job, a material schedule that over-orders ties up cash and pays restocking. What a Bill of Quantities is
A Bill of Quantities measures the work in a project for tendering and pricing. Every item is described and coded under a method of measurement (CESMM4, NRM2, SMM7 or MMHW), so contractors price the same scope on the same basis. What a material schedule is
A material schedule, or procurement take-off, is the list of materials to buy: concrete by grade, reinforcement by tonnage, fill, pipe, geotextile, aggregate, grouped by material rather than by work item. It carries no standard codes and no prices. It is the buyer's, site agent's and project manager's document, structured for ordering and call-offs. Crucially it is supplier-neutral: it tells you what to order, not who to buy it from.
The overlap: one measure, two outputs
Both derive from the same measured quantities. The BoQ groups them by work item and codes them to a standard for pricing; the material schedule rolls them up by material for ordering. Same model, two readings.

Why the schedule matters: the over-ordering cost
The real money in procurement is in ordering the right amount. Over-order and you carry the cash and pay to send it back; under-order and the pour or the lay waits on a delivery. A take-off derived straight from the measure, rather than re-counted by hand off a drawing, is what keeps both errors out. And because it is supplier-neutral, you order against the quantity from whoever is competitive, with no merchant lock-in.
Worked example: a headwall, both ways

Same measure. The left tells the estimator what to price; the right tells the buyer what to order, and keeps the two concrete grades on separate lines so the structural pour and the blinding are bought (and priced) apart.
